Introduction

 

The content of capacity building and upgrading programs "Management of Change with UNIDO Pharos software" is based on introducing basic methodology of strategic, financial and production planning, relevant performance monitoring and development of best continuous improvement practices. It' practical implementation is supported by simple and effective ICT tools such as UNIDO Pharos software package for measuring and benchmarking of business performance. It allows obtaining effective and realistic measurement and presentation of actual business results based of bare minimum raw data by each enterprise as well as capacity for systematic and timely corrective actions. The relevant service package had been developed and successfully applied within several UNIDO Programmes implemented in different countries since 1999.

 

The Programme objectives

  • Introducing basic knowledge, methodology and tools for enterprise strategic, financial and production planning,

  • Developing of best practices improving capacity for trade, exports, investments, access to markets, preparation to ISO 9000 and other quality and productivity enhancements,

  • Training of entrepreneurs and management in using of UNIDO Pharos software tools for business performance management, measurement, benchmarking as well as implementation of lean manufacturing approach,

  • Developing best practices, knowledge capital and applications facilitating easy monitoring of business results, continuous improvement,

  • Assisting entrepreneurs on-site in enterprise benchmarking  diagnostics, improving capacity for managing innovations, monitoring of investments,

  • Obtaining diagnostics and benchmarking of each participating enterprise for comparing initial and post - programme results and its efficiency,

  • Certifying of enterprises and entrepreneur in actual performance achievements based on Pharos benchmarking results evaluation and audit,

  • Upgrading capacity of local consultants providing business assistance services to enterprises.

 

The Product: Comprehensive practical package of training and consulting services for industrial enterprises integrating methodology, exercises, training materials and UNIDO Pharos software package as well as on-site implementation support by consultants. It includes as follows:

  • Training and certification of national consultants to support implementation on-sites

  • Capacity building by training of entrepreneurs, managers and key staff in the regions

  • Comprehensive set of reference materials supporting methodology and implementation of best practices

  • UNIDO Pharos software suite, including Pharos-Business Navigator, Produce Plus, FIT, benchmarking and diagnostic software tools for SMEs management

  • Follow-up support in software implementation by consultants at the enterprise sites (for 6-24 months)

  • Pre- and post-programme benchmarking of companies to measure actual performance improvements and facilitate national and international investments.

  • Enterprise performance improvement certification based on actual benchmarking results.

The Programmes may include optional implementation of policy making support mechanisms for regional or nation-wide industrial performance monitoring in key industrial sectors in real time.

 

The content of enterprise service package

  • Training workshop for senior managers / specialists, 5 working days, 7 hours per day, total 35 hours

  • Complete sets of training and reference materials covering strategic, financial and production performance management issues

  • UNIDO Pharos software package, 2 licenses per enterprise for strategic, financial and production performance management

  • On-site guidance and consulting for 6-24 months after the training workshops supporting development of best practices by certified national consultants

  • Benchmarking and measuring of initial and post-programme enterprise performance results

  • Issuing of "Certificates of Enterprise Business Performance Excellence" based on actual measured improvements achieved within the Programme implementation

  • Issuing of "The Certificates of Business Performance Management Excellence" to entrepreneurs and managers which took part in the implementation

  • Final reports with summary and statistics related to implementation. results and achievements

The Programme content: 

  • Awareness seminars for entrepreneurs

  • Selection of enterprises and formal contracting

  • Selection of national consultants

  • Training courses and certification of national consultants

  • Training workshops for enterprise executives and senior management in regions

  • Supply of the UNIDO Pharos software suites for each participating enterprise

  • Local support and assistance on each enterprise site by national consultants for several months (optional)

    • backlog data preparation and entry

    • diagnostics, overview of past results and setting of strategic targets

    • development of improvement options

    • simulation business decisions including risks and uncertainties

    • selections of "best decision", its planning and implementation

    • monitoring of process and results, introduction of corrective actions

  • Development of applications and best business practices for continuous improvement

  • Pre & post programme enterprise diagnostics and benchmarking, manufacturing cost measuring, production efficiency analysis based on actual Pharos and Produce Plus enterprise databases (costs, products, added values, quality, competitiveness, suppliers, non-conformances, planning procedures, production resources' utilization, etc)

  • Support of certification in capacity for Trade, Exports, Investments and Innovation management by the assessment of benchmarking results, measurement of improvement and audit/evaluations by national consultants

  • Training of entrepreneurs in presenting the enterprise performance improvement results to investment and credit institutions, compliance to BASEL II standard.

  • Policy making support options and methods, enterprise groups' performance monitoring and measurements

The budget

 

The budget is defined in collaboration with the national institutions and financial sponsors accordingly to programme content. The enterprises shall cover the part the package costs (15% - 50%) with the rest of funds contributed by national and international sources. The largest part of the budget is usually the salary of national consultants supporting enterprises on-site during the implementation period (typically 12-18 months).

  • Business Management Schools, Universities, Vocational Training, Quality and Productivity and Entrepreneurship centers

  • The major key performance indicators will be improved within 45% range being assessed by benchmarking reports for each enterprise

  • Enterprises completing the programme may expect to become World Class players with significantly improved performance and value added

  • The entrepreneurs facilitate their business culture, obtain knowledge capital and improve capacity for systematic and effective management of change

  • The introduction of information technology tools for enterprises performance monitoring and benchmarking facilitates best continuous improvement practices in place
