Pharos training workshop, UNIDO HQ, Vienna UNIDO Pharos workshop ?Management of Change in industrial enterprises and improving evidence in policy making with UNIDO Pharos package? took place on 23-27 November 2009 in UNIDO. Its agenda included new issues related to on-going developments of major Pharos enterprises benchmarking system upgrade and its applications to policy making support and investment facilitation programmes. The trainees were welcomed by Mr. Ali Badarneh, Industrial Development Officer, Productivity, Quality, Enterprise Upgrading Unit, Trade Capacity Building Branch, UNIDO, opening the workshop. Mr. Badarneh reviewed the workshop objectives, Pharos software history and experiences of its implementation in UNIDO Programmes. 
The workshop coach was Mr. Serge Golovanov, UNIDO International Consultant and Director of EPIC, GOLEM IMS GMBH, Vienna, Austria.
 The workshop participants learned about key issues of business environment change, growing risks by entrepreneurs and policy makers in times of crises, globalization, unstable markets and increasing complexity of financing the developments. The practical knowledge and instruments to cope with increasing challenges became the focus of the analysis and discussion. 
The agenda of the workshop included as follows: ? Introduction to Evidence Policy Making support by Pharos information technology tools ? Introduction into strategic planning at industrial enterprises ? basic concepts and tools ? Management, monitoring and benchmarking of strategic, operational and financial performance with Pharos software package ? Practicals ? Manufacturing performance management, monitoring and benchmarking ? Application of Pharos tools in benchmarking and monitoring of enterprise results by entrepreneurs, selection of enterprises for investment and modernization programmes, analyzing results of implemented programmes, policies and investments, supporting selection of suppliers and monitoring of their performance, operational quality by large industrial corporations ? the options in audit of enterprise groups (clusters, industrial sectors, etc) for investment and regional developments ? Support of comparative studies based on benchmarking results. The participants concluding discussion of the workshop results by revealed their positive evaluation of the event, its unique combination of methodological and practical content. In particular evaluating the workshop results Ms. T.Makgothi, DFI, SA, mentioned as follows: "Pharos software is very useful tool for effective intervention into SME facilitation, it helps reporting about the results of upgrading programmes in a way which makes sense for the administrations." 
Mr. V. Cojanu, GEA Strategy & Consulting, Romania, in his comments regarding the workshop mentioned as follows: "We need simple tangible tools in consulting business to analyze the enterprises for providing right consulting service and support. Pharos software is one of them. I am satisfied with my participation in the workshop and now know that it can be applied for our national programmes to create effective business environment in business clusters."
