New capacity building programme "Management of Change" for Lebanese entrepreneurs

The entrepreneurship facilitation programme "Management of Change" was launched in Lebanon by European - Lebanese Center for Industrial Modernization (ELCIM) under supervision and contractual authority of Ministry of Industry of Lebanon and financial support by European Union.

The programme package delivered to enterprises consists of the following modules:

1. Strategic and production planning in industrial enterprises

2. Strategic and financial performance management, monitoring and benchmarking using UNIDO Pharos and FIT software

3. Production performance planning, management, monitoring and benchmarking.

4. Enterprise implementation on-sites: support and consulting by local consultants

The package integrates learning targets with applications, methodology and tools for measurement of business results. It upgrades managerial capacity to systematically improve competitiveness, productivity, quality, business efficiency. The programme facilitates effective utilization of available enterprise resources provides entrepreneurs and specialists with combination of basic knowledge of business planning and industrial engineering methods as well as its implementation using simple Pharos information technology tools by UNIDO. The participants receive certificates “Enterprise Business Excellence in Performance Management – Management of Change” acknowledging enterprise achievements in business performance based on benchmarking results.

The foundation principles of the programme design were as follows:

1. Facilitating stakeholders’ recognition that systematic management of change requires operational knowledge of both methodology and current results. The enterprise package addresses these issues by setting best practices and putting it in place within the follow-up implementations.

2. Accommodating the experiences and practices developed in various UNIDO upgrading and training programmes in countries which applied UNIDO Pharos - Business Navigator, FIT and Produce Plus software for entrepreneurs.

The programme was prepared by Mr. Serge Golovanov acting as ELCIM key expert as of July 2007. Mr. Shaun Hannah, ELCIM expert joined the team in December 2007 supporting the implementation in production planning and management. The team of ELCIM consultants includes Mr. Fadi Fayad, ELCIM Team Leader and Ms. Hala Atallah, business advisor. The overall supervising of the programme is made by Mr. Raja Habre, ELCIM Director.

The implementation started with awareness workshop in the Chamber of Commerce, Industry and Agriculture of Beirut and Mount Lebanon on 13.09.2007 followed by the thematic workshops for ELCIM trainers and enterprises.

Four Lebanese enterprises took part in the pilot implementation of the ELCIM Programme "Management of Change" represented by general managers and key specialists as follows:

• Company "Henry Abdallah P.F.M. sal" (REVA MATTRESSES), Beirut, Lebanon represented by Mr. Robert Abdallah, General Manager

• Company "Converting Hygienic Tissue Paper PERLA", Lebanon represented by Mr. Nazih Mokadem, General Manager

• "Ets. Michel Noujaim SAL", Lebanon represented by Mr.  Michel-Henri Noujaim, General Manager

• Company "WILCO PM sarl.", Chekka, Lebanon represented by Mr. Tony Boutros, Production Manager and Mr. Joseph Boutros, General Manager 

The companies operate in different industrial sectors such as production of foam and mattresses, paper products, caps and PVC bottles and chicken products.
